A New Paradigm in Regulatory Excellence

Following the landmark Supreme Court judgment of November 2024, which definitively re-affirmed exclusive state jurisdiction over gaming operations, the Lagos State Lotteries and Gaming Authority (LSLGA) is executing a comprehensive technological overhaul of the state's gaming framework under the LSLGA Law, 2021.

Key Announcement: Effective July 2026, Global Lab joined LSLGA's Ecosystem as one of its Accredited Testing Laboratory.

Absolute Fiscal & Operational Transparency

To establish absolute fiscal transparency, robust Anti-Money Laundering (AML) safeguards, and total traceability of financial flows, LSLGA has modernized its technical framework. Operators and B2B providers must ensure full compliance and homologation through the recognized regulatory framework for all gaming license issuances and renewals in Lagos State.

Transition Mandate for Existing Certifications

LSLGA clarifies that legacy technical certifications, including those previously issued by non-authorized entities, must align with the updated state regulatory framework. Operators attempting to submit applications backed by non-compliant testing facilities will face compliance flags. Existing license holders must rapidly transition their platforms and physical hardware through the recognized framework to maintain operational validity.

6-Month Transition Roadmap

Timeline Phase Title Key Action & Mandate
Months 1-2 Census & Gap Analysis Mandatory registry census for operators, B2B software/platform providers, and PSPs. Self-declaration of active systems and preliminary gap analysis via Global Lab.
Months 3-5 Testing & Certification Formal submission of game source codes, RNGs, online platforms, land-based VLT/AVP hardware, and payment gateways for technical audit.
Month 6 Roll-Out & Switch-off Final Certificate of Homologation issued. Uncertified systems disconnected immediately upon expiration, resulting in license revocation.

Immediate Action Required for Operators & Providers

Initiate census registration and prepare technical records prior to portal opening. Contact the dedicated technical desk today to avoid operational disruption.
