01When was the Lagos State Lotteries and Gaming Authority (LSLGA) established?

The former Lagos State Lotteries Board commenced operations in 2005 following the Lagos State Lotteries Law, 2004, subsequently amended in 2008. The present Authority operates under the Lagos State Lotteries and Gaming Authority Law, 2021, which consolidated the State’s principal lottery and gaming legislation. See the official legislation page: lslga.org/legislation/.

02Why was LSLGA created?

LSLGA was established to regulate, monitor and enforce standards for lottery and gaming activities in Lagos State, safeguard players, promote responsible gaming and ensure compliance with applicable laws, licence conditions and financial obligations.

03Does LSLGA regulate all games of chance?

LSLGA regulates lottery and gaming activities within Lagos State, including sports betting, online casino, public online lottery, land-based casinos, gaming machines, pools betting, scratch cards, promotional competitions, prediction markets and other regulated gaming formats. Product classification depends on the actual mechanics of the activity.

04What must I do before conducting gaming activities in Lagos State?

Obtain the appropriate regulatory authorisation before commencing operations. Depending on the licence category, applications and renewals may be processed under the Federation of State Gaming Regulators of Nigeria (FSGRN) Universal Reciprocity Licence (URL) framework, alongside applicable Lagos State compliance requirements. Seek written classification guidance if the product is novel.

05Where can I apply for a licence?

Address enquiries and relevant applications to the Chief Executive Officer, Lagos State Lotteries and Gaming Authority, Lagos Revenue House, Assbifi Road, Ikeja Central Business District, Alausa, Lagos. The Authority will direct applicants to the appropriate LSLGA or FSGRN application process for their category.

06Who is eligible to apply for a gaming licence?

Generally, a company duly incorporated in Nigeria that meets the applicable ownership, financial, technical, suitability and regulatory conditions. Additional category-specific requirements may apply.

07Is LSLGA itself a gaming operator?

No. LSLGA is a regulator, not a commercial gaming operator.

08Must charities obtain approval before holding raffles?

Where a charity or other organisation conducts a raffle or chance-based prize promotion within Lagos State, it should seek the Authority’s classification and obtain any required licence or approval before launch. Charitable status alone does not automatically exempt an activity.

09How long does the application process take?

Processing time depends on the licence category, completeness of documents, due diligence, technical assessments and payment verification. Historical estimates of a minimum of 15 working days.

10How long are gaming licences valid?

Validity depends on the licence category and the specific authorisation issued. Many operating licences run for 12 months, but applicants should rely on the dates stated on their certificate or permit.

11How can I check whether an operator is licensed?

Check the official register at lslga.org/list-of-licenced-operators-by-lagos-state-lotteries-and-gaming-authority/. Request direct confirmation from LSLGA if a licence cannot be located or if there is a discrepancy via verify@lslga.org. A missing online entry alone is not conclusive proof that a document is invalid.

12Does LSLGA collect revenue?

Yes. In addition to its core regulatory mandate, LSLGA oversees collection and reconciliation of applicable licence fees, gaming levies, renewal fees, penalties and other statutory gaming-related payments.

13How is gaming-related revenue used?

Gaming-related public revenues are administered in accordance with the applicable Lagos State legal and public-finance framework, including provisions for good causes. The precise allocation and disbursement arrangements are governed by the Lagos State Lotteries and Gaming Authority Law (2021).

14What are “good causes”?

Good causes broadly include public-benefit initiatives in sectors such as education, health, social welfare, the environment and infrastructure, subject to the governing legal and budgetary framework.

15What is the FSGRN Universal Reciprocity Licence (URL)?

The URL is a licensing-recognition framework among participating state gaming regulators. It does not eliminate operators’ obligations to comply with each relevant state’s regulatory monitoring, reporting, player-protection and tax requirements.

16What technical monitoring and reporting obligations apply?

Operators in relevant categories must integrate with the Authority’s transaction monitoring system as directed, submit accurate monthly operations reports and provide the transaction and location data required by applicable technical specifications. Integration timelines and templates are communicated during onboarding.

17How is the Good Causes Levy calculated?

Under the Authority’s 2026 GGR-based regime, the applicable Good Causes Levy for relevant operators is 10% of gross gaming revenue (GGR), calculated using the prescribed reporting methodology. Other categories may have different levy bases or rates.
