The LSLGA is the foremost Gaming regulatory body in Nigeria and is empowered to regulate all Lottery and Gaming activities in Lagos State. It derives its powers from the Lagos State Lotteries and Gaming Authority Law, 2021.

Regulatory Roles

LSLGA regulates and issues retail, virtual and/or on-line operating licenses to a plethora of gaming categories which includes but not limited to Public Online Lottery, Online Sports Betting, Scratch Cards, Interactive games, Casino, Gaming machine, Pool betting, Other lotteries (promotional competition), Remote gaming, Online and Retail gaming and related activities in Lagos State.

In line with global best practices, LSLGA conducts surveillance, inspection, and
compliance exercises on operators within Lagos State in addition to ensuring all license fees, gaming levies/Good Causes Levy (GCL), promo and draw fees,
penalties and license renewal fees are promptly paid to Government.

Responsible gaming is also an integral part of the regulatory functions of LSLGA. The Authority holds all its operators to the highest operational
standards towards ensuring that vulnerable and underage persons are
prohibited from partaking in any lottery and gaming activity; this also involves
putting in place mechanisms to address gaming/gambling addiction.

MESSAGE FROM THE CEO

Before the establishment of the then Lagos State Lotteries Board in 2004 the gaming industry was unstructured and considered unlawful. It therefore became imperative that an agency was created to regulate lotteries and Gaming in Lagos State. This decision birthed the Lagos State Lotteries and Gaming Authority by virtue of the Lagos State Lotteries and Gaming Law, 2021(as amended) which has laid the foundation of what is today, a stable and growing gaming industry in Lagos State in particular and Nigeria in general.

The most significant purpose of the new law is to harmonize all previous gaming laws, namely: Lagos State Lotteries Law (2004), Casino and Gaming Regulatory Authority Law (2007), Pools Betting Control Law (2003), and Casino and Gaming Regulations (2008) into a single legislative document and to equally address the reality of contemporary economy. Being the entity responsible for the regulation of lotteries, Online Sports Betting, scratch cards, interactive games, casino, gaming machines, promotional competitions and other gaming activities, LSLGA is entrusted with setting up a regulatory framework that is not only at par with international standards, but also setting the standards for other gaming regulatory agencies across Nigeria and Africa at large.

Milestones
LSLGA obtained two International Standards Organization (ISO) certifications in January 2021
● Information Security Management System (ISO 27001)
● Quality Management System (ISO 9001).
These certifications were approved in recognition of LSLGA’s compliance with internationally acceptable standards. The LSLGA is also a member of the International Association of Gaming Regulators (IAGR).

Bashir Are
Chief Executive Officer

POSITION: CEO

Bashir Abiola Are is a dynamic, innovative, result driven private and public sectors executive with over 26 years of proven technical, entrepreneurial, and managerial expertise. He’s vastly skilled in conceptualizing and implementing transformative business solutions, his background includes Business Process Reengineering (BPR), Project Management, Strategy Planning, Systems Integration, ECommerce, and International Trade. Bashir distinctly worked as Principal Consultant for Getronics, EMC, and Northrop Grumman Corporations at U.S. Departments of Treasury, Energy, Labor, U.S. Patent & Trademarks Office (USPTO), and U.S. Pension Benefit Guarantee Corporation (PBGC) long-term projects. He also worked as Senior Systems Engineer and Network Operations Manager for Lockheed Martin Corporation and Large-Scale Proteomics Corporation respectively in Germantown, Maryland, USA.

He recently served as Sole Administrator (Mayor) at Lagos Island East (LCDA) Government between June, 2016 and August, 2017; where he actively participated in strategic collaborations with Lagos State Ministries, Departments and Agencies on Growth and Employment in States (GEMS3), a U.K. DFID funded project designed to boost employment opportunities and promote “ease of doing business” framework in Local and State Governments.

Prior to Sole Administrator calling, Bashir worked as Chief Operating Officer (COO) at Funds & Electronic Transfer Solutions (fets) Limited in Lagos, Nigeria. He superintended the operation of revenue collections and electronic payments for public and private clients in excess of $31M monthly, managed 12 District Managers and 3,782 Agents nationwide. He also oversaw development of Lottery, Payment Aggregation and Mobile-Money platforms that saved the company more than $1.8m of annual software licensing fees and co-authored an innovative concept to amplify Mobile Money and Cashless Nigeria policy adoption that won fets $4 million in the IFC, DFID, Bill and Melinda Gates Foundation funded EFInA Innovation Grant.

He liaised copiously with Telecommunication companies, Nigeria Inter Bank Settlement System (NIBBS), Central Bank of Nigeria (CBN), and National Communication Commission (NCC) on regulatory compliance, policy advisory and technology platforms inter-operability strategies. As an entrepreneur, he operated MoneyMart in Maryland, USA between 1994-1996 serving the unbanked and underbanked clienteles with licenses from the Maryland Lottery and Gaming Control Commission, Western Union and Global Express Money Order Companies as a payment processor, lottery and global remittance agent. Prior to his appointment as Chief Executive Officer for Lagos State Lotteries Board, Bashir was an Executive Director at Itex Integrated Services Limited.

He holds a B.Sc. in Computer Information Technology from University of Maryland University College and a Master of Business Administration (MBA) degree from the Salem University in West Virginia, USA. He also attended several workforce development training and workshops in Project Management, Organization Design & Leadership, Innovation and Strategy Management. He’s one of the foremost Nigerian FINTECH executives in the United States of America and Africa

POSITION: HEAD, LEGAL (BOARD SECRETARY/LEGAL ADVISER)

Adetoun Julianah Adeyemi is the Board Secretary/Legal Adviser of the Lagos State and Gaming Authority. She is responsible for ensuring policy formulation, compliance, monitoring and corporate due diligence in the Lagos State gaming industry. As part of her responsibilities, she oversees the application review process, LSLB’s secretariat, dispute resolution proceedings and manages communications between LSLB and industry stakeholders which include the State Government, regulatory agencies, gaming licensees and the general public.

She obtained a Bachelor’s degree in Law (LLB) as well as a Masters degree in Law from the prestigious University of Ibadan. She was also called to the Nigerian Bar as a Barrister and Solicitor of the Federal Republic of Nigeria.

She is a lawyer with over 25 years experience in several legal spheres. She started her career with a brief stint at J-K Gadzama LLP. She was an administrative officer with the Project team responsible for the design and installation of the Automated Systems for Customs Data (ASYCUDA) for the Nigerian Customs Service. She was also a part-time Law Lecturer at the Lagos State Polytechnic before she joined the Lagos State civil service as a State Counsel.

Adetoun’s tour of duties in the Lagos State Civil Service cuts across Commercial Law, Civil Litigation, Mediation, Negotiation and Conciliation, having worked in the Commercial Law and Civil Litigation Directorates of the Ministry of Justice. She has also worked as the Head of the Legal Departments of Ministry of Science and Technology (MOST) and Ministry of Housing.

She has been involved in several committees within the Lagos State Public Service, some of which include: Member, Technical Committee on Badia East Resettlement Action Plan; Secretary,The Committee to review the non-participation of Lagos State Public Servants in the National Housing Fund(NHF) scheme; Secretary,The Committee on Lagos Affordable Public Housing to mention but a few.

She is an associate member of the Chartered Institute of Arbitrators UK (Nigerian Branch). In her quest for self development, She has attended several legal and managerial courses, trainings and seminars.

Adetoun is a results-driven and goal-oriented legal practitioner, able to analyze complex legal issues and present sound opinions on them both orally and in writing.Her client services, drafting and summarization, multitasking and prioritization, mediation, oral and written communication as well as problem solving skills have over the years sharpened her expertise in the Public Sector,Real Estate, Commercial Law, Civil Litigation and Legal Research.
Adetoun is a Christian,happily married with children. She loves to spend her spare time empowering women and youths.

 

POSITION: HEAD, FINANCE & ACCOUNTS

Mrs. Idowu is a graduate of Accounting at Ogun State University, an MBA holder, and an FCNA. She’s a highly analytical, result-driven Accountant, skilled at working proficiently under tight deadlines. Manages projects at each stage diligently and attentively, carefully checking details and testing assumptions. Adept knowledge in accounting principles and practices, including balancing sheets, processing payments, managing accounts and receivables, and providing Executive and Administrative support. Skilled in mentoring junior personnel in principles and practices of Accounting
Dedicated to providing exemplary work and supporting the overall mission of the Authority. She has an experience of over Twenty-five years in the Lagos State Public Service

POSITION: HEAD MONITORING & INSPECTION

Tanko Olaseni Mohammed is a renowned economist from Lagos State University (LASU). He has acquired over 15 years working experience in both private and public sector.

Tanko Olaseni commenced his sojourn with the defunct reliable finance bank where he fulfilled customers demand in alignment with the principle and policy of the organization.

He later became an assistant operations manager at Saheeto Group of companies where he coordinated eight (8) outlets and ensured continual improvement in service delivery.

Joined Lagos local parliament (Lagos Island Local Government) in the year 2004 – 2011, as the leader of the house with well over 4o new policies formulated to have positive impact on the people. Furthermore, he excellently performed his oversight function over 21 significant local community development projects within the period.

He has also served as secretary to the local government (Lagos Island East) between 2012 – 2015 acting as a link between the State and Local government. He was the driving force of policy formulation and implementation between the Legislative and Executive arm of government.

Nonetheless, he served as the Chairman Revenue Committee (Lagos Island East LCDA) between 2017 – 2018, where he introduced the professional training in methodology and strategic way of wealth creation from the London South Bank university, London, UK. This brought about an unprecedented 45 % increase in revenue generation for the local government.

Olaseni is a distinguished, dedicated and selfless individual who predicates the discharge of his responsibility on international best practice.


POSITION: Head of Operations

Samuel Rowland is the Head of Operations of the Lagos State Lotteries and Gaming Authority (LSLGA). He is a dynamic and creative executive with up to 10 (Ten) years demonstrated gaming expertise in the Nigeria Gaming Industry.

Prior to his appointment as the Head of Operations in 2021, He worked as a Monitoring and Enforcement executive to ensure strict compliance with regulations and conducted investigation and enforcement on unlicenced gaming companies within the State in 2014.

He was later promoted to Senior Operations/Compliance Officer in 2016 where he was saddled with the responsibility to conduct due diligence on gaming licence applications; Prepare periodic report on the Authority activities; Handle correspondence with LSLGA’s licencees, private organization/individual, the State Government and other government agencies; Review regulatory framework for the regulated gaming activities; Represent the Board at public functions and Computation of Operators/Licencees Monthly reports for data analysis. He was also appointed as the Market intelligentsia of the Lagos State Lotteries and Gaming Authority (LSLGA).

Samuel Rowland is an Expert in Gaming Advisory, Compliance, Interpersonal Management, Project Management, Customer Service, Communication, Strategic Planning and Decision-Making techniques.

In 2018, Samuel Rowland was appointed as the Assistant Project Manager of LSLGA for the implementation of a Customer Management System (CMS) Project and Agent Registration portal. He and the team executed the project timeously and within budget; developing timelines, milestones, and was able to complete the projects ahead of scheduled date.

He facilitated a training session for all stakeholders in the Lagos State gaming industry on the usage of the CMS platform. Samuel Rowland also Led a team of 7 to register over 5000 gaming agents across Lagos State.

He is a graduate of the Federal University of Agriculture, Abeokuta. Samuel Rowland has obtained trainings and certifications in Project Management, International Standard Organization (ISO) 9001 Lead Implementer, Certified Business Analysis Professionals (CBAP).

Samuel Rowland is passionate about positively impacting lives around him and helping them be a better version of themselves. He is happily married.

Femi Okunbanjo

POSITION: Head, Information Technology

Mr. Femi Okunbanjo is a highly talented and seasoned Information Technology professional with over 17 years of experience in IT Governance and Strategy, Service Delivery, Project and Information Management,  Security/Quality Management, Capacity Management, Business Continuity, and Business Process Improvement/Reengineering, and IT Infrastructure Management.

Excellent results in leading all facets of the project life cycle, from initial feasibility analysis and conceptual design to governance, risk mitigation, deployment, project goal realization, and ongoing operations. He has consistently demonstrated capacity in delivering large-scale, mission-critical, multiple streams of delivery programs and vast exposure to working and establishing productive relationships with people of diverse cultures, geographical locations, and different organizational backgrounds. Throughout his career, he led the delivery of business-critical projects, some of which include Data Center implementation, Infrastructure and Standardization of Business Applications, Private Cloud implementation, Access Control, and Card management systems, and Implementation of Enterprise Resource Planning solutions (SAP ERP Solution, Microsoft Dynamics, Sage Peachtree), Telecommunication Remote Site Monitoring Solution.

As the Head of Information Technology at Lagos Lotteries and Gaming Authorities, he is responsible for leading technology programs and driving Innovation using digital technologies including Data Analytics, AI, and Cloud adoption strategy to enhance the gaming regulation within Lagos State.

Femi holds a Bachelor of Science in Electronics and Computer Engineering from Lagos State University and professional certifications such as PMP, MCT, MCITP, ISO 9001, ITIL V3, etc.

POSITION: Head, HR & Admin

Margaret Osa is an experience and seasoned Human Resources Generalist with over 20 years of experience in a broad range of HR functions, 5 of which have been at the Management level spanning across Business and Management Consulting, Aviation Industry, Digital, and Haulage. Before joining Lagos State Lotteries and Gaming Authority, she worked in an HR strategic role for ALML Group (Sole GSA for Virgin Atlantic in Nigeria). Her responsibility includes developing/implementing People friendly Human Resource Policy Framework and Performing adequate planning of manpower, Coordinate manpower planning across business units, develop performance measurement approach (tools, standards, and timelines), and communicate the approach to all employees (including assessment forms, Individual development plans, etc), Developed the organizational human resources strategy in compliance with corporate strategy, etc.

Margaret holds a master’s degree in Business Administration from the Paris Graduate School of Management.

As the Head Human Resources/Admin her key responsibilities are to develop strategies to coordinate Human Resource activities in the agency and implement the plans to improve employee benefits, retention, promotions, and professional development that will optimize organizational performance and capabilities.
Her strengths are in HR strategy, Stakeholder Engagement, Employee Experience, Learning, Talent Management, Talent Attraction, Data Analytics, Change Management and proficiency in HIRS (Human Manager, ERP-Oracle, ERP Microsoft Navision, SAGE HR).
